[기자회견문] 한국정부에 보내는 국제NGO공동성명

4대강은 흘러야 한다

 

4대강사업이 가져온 예고된 재앙

 

2009년부터 2012년까지, 한국 정부는 한국의 4대강(낙동강, 한강, 금강, 영산강)에서 대형 토건사업을 벌였다. 22조의 막대한 예산을 들인 이 사업의 내용은, 4대강 전 구간에 걸쳐 45천만이라는 엄청난 양의 모래를 준설하고, 16개의 대형 보와 2개의 댐을 건설하는 것이었다. 4대강 사업이 추진되기 이전부터 한국의 환경활동가, 전문가들과 국제NGO들은 4대강 사업이 심각한 환경파괴를 가져올 것을 경고했다. 그리고 2014년 오늘, 한국의 4대강에서 들려오는 소식을 접하는 우리의 마음은 깊은 슬픔을 느낀다. 왜냐하면 예고된 재앙이 현실로 나타나고 있기 때문이다.

4대강사업은 흐르던 강을 토막 내어 거대한 호수로 변모시켰다. 시민들의 식수원에는 독성 조류가 번무하고 수질은 악화되었다. 생물다양성의 보고인 많은 습지가 사라졌고, 멸종위기종을 비롯한 수많은 생물들이 급격히 감소하고 있다. 대규모 물고기 폐사도 계속해서 발생하고 있다. 달라진 지하수위로 인한 하천 주변 농민들의 피해도 계속 진행 중이다. 한국정부는 4대강사업의 목표로 수질개선하천생태계 복원을 내세웠다. 하지만 지금 4대강에 남겨진 것은, 썩은 물과 죽은 물고기들이다. 흐름이 멈춘 4대강은 생명의 소리가 사라진 침묵의 호수(Silent Lake)”로 변해버렸다. 한국의 감사원도 4대강사업의 실체가 바로 운하사업이었음을 인정했다. 4대강사업은 하천복원(river restoration)이 아닌 하천파괴(river destruction) 사업이었다. 더 이상의 많은 생명이 사라지기 전에, 4대강 재자연화가 시급히 이루어져야 한다.

 

아직도 끝나지 않은 4대강 사업

 

4대강 사업은 아직 끝나지 않았다. 낙동강 제 1지류인 내성천에서 마지막 남은 4대강 사업인 영주댐 건설이 진행되고 있다. 내성천은 한국 자연하천의 원형인 모래강의 모습을 가장 잘 간직한 곳이다. 흰수마자, 흰목물떼새, 먹황새 등 다양한 멸종위기종들이 서식하는 내성천은, 한국 생물다양성 보전을 위한 하천 생태계의 보고다. 또한 4대강의 하나인 낙동강의 많은 모래는 내성천으로부터 공급된다. 4대강사업으로 망가진 낙동강의 복원을 위해서도 내성천으로부터의 모래 공급은 필수적이다. 그러나 영주댐이 완공되면 모래의 공급은 급격히 감소할 것이다. 내성천은 원래의 모습을 잃게 될 위험에 처해있다. 4대강 사업은 아직도 강의 목을 조르고 있다. 영주댐 건설과 국토부가 추진 중인 내성천 정비사업은 중단되어야 한다.

 

시대를 역행하는 한국의 하천 관리

 

한국 정부는 4대강사업에 이어 전국 각지에서 16개의 댐건설을 추진하고 있다. 24대강 사업을 진행하는 것이다. 자연에 대한 지속가능한 이용보다 개발이 앞섰던 지난 시간 동안, 세계는 댐이 어떻게 강과 생태계를 훼손하는지 아프게 경험하였다. 그로 인해 인간이 받는 악영향에 대해서도 깨달았고 이제는 하천복원을 향해 나아가고 있다. 유럽, 미주, 일본 등 많은 국가들에서 자연형 하천으로의 복원이 추진되고 있다. 건강한 강을 되찾은 다른 나라의 경험으로부터 한국은 교훈을 얻어야 한다. 댐 건설은 생물다양성 보전과 지속가능한 미래를 위해 재고되어야만 한다.

한국의 4대강은 지구의 강.

 

우리, 생물다양성 증진을 위해 노력하는 NGO들은 4대강의 미래에 대해 깊이 염려한다. 4대강 문제는 비단 한국만의 문제가 아니다. 자연이 한 나라의 자원으로만 취급되던 시대는 지났다. 전 지구적으로 환경파괴와 기후변화가 가속화되고 있는 지금, 자연은 국가의 경계선을 넘어 우리 모두가 지켜야 할 자산이다. 4대강 역시 그러하다. 한국의 강은 동시에 지구의 강이며, 지속가능한 미래를 위해 우리 모두가 함께 지켜야 할 소중한 자산이다.

 

한국이 생물다양성 강국으로 거듭나기를

 

우리는 제12차 생물다양성협약 당사국총회 개최를 통해 한국 정부가 생물다양성 강국으로 거듭나는 계기가 되기를 진심으로 희망한다. 또한 당사국 총회 개최국으로서 생물다양성 보전과 지속가능한 미래를 이루기 위한 국제사회의 노력에 모범이 되어주기를 요청한다. 한국정부가 그 첫 출발을 4대강재자연화에서 시작하기를 바란다. 이를 위해 우리는 한국정부에게 다음과 같은 책임 있는 조치를 요청한다.

 

 

1. 4대강 재자연화를 촉구한다.

생물다양성을 보전하고 지속가능한 미래를 위해 수문개방을 비롯한 4대강 재자연화 논의가 한국에서 시작되기를 희망한다. 강은 흘러야 한다. 생물다양성 증진을 위해서는 4대강의 재자연화가 필요하다. 4대강을 본래의 건강한 모습으로 되돌리는 것은 복원을 향해 나아가는 새로운 시대의 흐름 속에서 한국 환경정책의 중요한 전환점이 될 것이다.

 

2. 마지막 남은 4대강사업, 영주댐 공사를 중지하고, 내성천을 보전할 것을 촉구한다.

한국정부는 영주댐 건설을 중지하고, 내성천의 보전과 복원을 위한 방안을 마련하기 바란다. 4대강 사업이 잘못된 국책사업임은 이미 4대강에 나타난 변화를 통하여 증명되었다. 마지막 남은 4대강사업인 영주댐을 더 이상 추진할 이유는 없다. 내성천의 보전과 복원은 4대강 재자연화를 위한 필수조건이다.

 

3. 대형 댐 건설계획을 원점에서 다시 검토할 것을 촉구한다.

한국정부는 현재 추진 중인 대형 댐 건설을 재검토하기 바란다. 대형 댐 건설 예정지는 대부분 생물다양성이 높고, 생태계가 잘 보존된 지역이다. 댐 건설은 지역공동체와 문화를 훼손하고 멸종위기종을 비롯한 수많은 야생동식물의 서식처를 훼손한다. 한국정부가 댐을 없애는 다른 나라들의 사례로부터 교훈을 얻기 바란다.

The Four Rivers Must Flow Again

 

The "much predicted" disaster brought about by the "Four Rivers Project"

 

From 2009 to 2012, the Korean government decided to conduct a massive civil engineering project across Korea"s four major rivers (the Nakdong, Han, Geum, and Youngsan Rivers). Having guzzled up approximately 22 trillion won(KRW), this "Four Rivers Project" was about dredging a whopping 450 million of sand from the entire region covered by the four main rivers, and constructing 16 large weirs and 2 dams. Since long before the Project officially began, Korean environmental activists, experts and related international NGOs had expressed their grave concerns and warned that the Four Rivers Project would become an extreme case of a human-made environmental disaster. As of today in the year 2014, the news we hear from the Four Rivers’ sites deeply saddens our hearts. The "much predicted" disaster is now happening and is becoming more and more dreadful in reality. The Four Rivers Project has partitioned the previously naturally flowing rivers. The source of people"s drinking water is now rampant with poisonous algae, and the water quality has irrecoverably worsened.

 

The size of the wetlands existing in Korea, invaluable repositories of bio-diversity, has markedly decreased. Thousands of living species in Korea including those on the brink of extinction have drastically declined. Large-scale cases of fish perishing are also continually being witnessed. On top of these, local farmers keep lamenting about how their farming has been ruined due to the raised groundwater level problems.. The Korean government has paraded "water quality improvement" and "restoration of the riparian ecosystem" as the "purpose" of the Project. What we are left with now in the four rivers is, however, rotten water and dead fish. The Four Rivers, where the water has stopped flowing, have become a "Silent Lake" where no sound of life can be heard. As Korean civil society had warned that the Project was actually a "canal project", so did the Board of Audit and Inspection of Korea admit that the real face of the Project was the "construction of a canal". The Four Rivers Project was a project of river destruction, not that of river restoration. We must start immediately to renaturalize our rivers, before any more of the living communities in the areas perish.

 

The "ongoing" Four Rivers Project

 

The Four Rivers Project is far from being finished. The Naesung River, the first tributary into the major Nakdong River, is dying while the last dam of the Project has still not been completed. The Naesung River is the one and only river where an "archetypical" natural Korean sand river can still be observed. Home to many invaluable endangered species such as Gobiobotia naktongensis, Charadrius plcidus (the long-billed ring plover), Ciconia nigra (the black-headed stork), the river is an immensely worthy repository of riparian ecosystems helping to preserve the bio-diversity of Korea. About half of all sand going into the Nakdong River has come from this Naesung tributary. This supply of sand from the Naesung River is thus indispensible when it comes to the genuine "restoration" of what is now a totally damaged Nakdong River. Once the construction of the Youngju Dam is complete, the sand supply from this Naesung branch will sharply decline. The Naesung River’s "archetypical" character is being threatened with extinction. The environmental disaster is not over yet, it"s still strangling the throat of the rivers in Korea. The construction of the Youngju Dam and the so-called "Naesung River Enhancement Project" must be stopped.

 

The retrogressive river management of Korea

 

The Korean government, by continuing the Four Rivers Project, is conducting another cycle of dreadful civil engineering projects to construct 16 more dams all over the country. They are into the "second round" of the Four Rivers Project. For the past few decades when we had to see ‘development’ standing before the sustainable use of the nature, the world has suffered from the drastic effects of large dams and witnessed how they"ve destroyed natural rivers and their ecosystems. Many communities around the world have since woken up to and shifted away from blind development toward restoration. Europe, the US, Japan and other nations have changed their policies and pushed ahead with various kinds of river restoration projects to recover their natural rivers. Korea must learn the lesson from those countries that have reintroduced natural, healthy river systems. All dam construction projects must be reconsidered in order to preserve bio-diversity and build a sustainable future.

 

The Four Rivers in Korea are the rivers of the earth

 

We, the NGOs, who have made the efforts to protect and enhance bio-diversity to share it with all global communities, have grave concerns over the future of the Four Rivers. The problem of the Four Rivers does not only belong to Korea. Long gone are the days when nature was dealt with as a "resource" of a single country. In the era when environmental deterioration and climate change have become global agendas, we all must protect our natural ecosystem at all costs, across and beyond all borders. So it is with the Four Rivers. The rivers of Korea are also the rivers of the earth, a priceless "wealth" that we must protect and nurture together for our own sustainable future.

 

Hoping that Korea is "reborn" as a strong, biodiversity-protecting state

 

We do hope that the Korean government will seize the opportunity to endow Korea with a "rebirth" as a strong, biodiversity-protecting state on the occasion of this CBD COP12. We also hope that as the host country, the Korean government will act as an exemplary model for the global community to follow in preserving biodiversity and building a sustainable future. We believe that the very first step must be the renaturalization of the Four Rivers. For this purpose, we demand that the Korean government take the following measures immediately in a responsible manner:

 

 

1. We demand the renaturalization of the Four Rivers.

 

We believe that serious discussions on the renaturalization of the Four Rivers, including the immediate opening of the dam gates, should be held immediately in Korea. Rivers must flow. The enhancement of biodiversity necessarily requires the renaturalization of the Four Rivers. Renaturalization to restore the four rivers to their own original, healthy state, befitting this new era of "natural restoration", will become an important turning point for Korea"s environmental policy.

 

2. We demand that the last part of the Project, the construction of the Youngju Dam, be stopped immediately, and that the Naesung River be preserved.

 

The Korean government must immediately stop the ongoing construction of the Youngju Dam, and adopt solid and wholesome measures to restore and preserve the Naesung River. The Four Rivers Project has already received its final "report card" from the disastrous changes in the rivers. There is absolutely no rationale at all in continuing the construction of the Youngju Dam, the last part of the Four Rivers Project. The restoration and preservation of the Naesung River is indispensable for the renaturalization of the Four Rivers.

 

3. We demand a thorough reconsideration from square one on the new round of large dam construction projects.

 

We demand that the Korean government reconsider from square one its new round of large dam construction projects. The prospective sites are mostly the habitats of extremely diverse bio-species and places of well-preserved ecosystems. Dam construction destroys local communities and cultures, as well as the habitats of countless wildlife including endangered species. We do hope that the Korean government learns the lesson from those countries with less dams and more restoration policies.
